• Richard Koch - Behalf of Charles County School Bus contractors regarding study on transportation presented today.  Shows we are the best value for the county tax payers.  Study acknowledges transportation costs should increase 3% a year.  Consistent with our concerns.  Study means nothing if board fails to act on the recommendation.  Failure to act will result in additional costs to the board.  Finance at 3.5%.  it's higher than that now.  Buy at depreciated cost is unrealistic.

• Marshall - Attended Jaycees infant and toddler celebration; visited Middleton Art class
• McGraw - Thank you to EACC for the legislative reception; Wade staff thank you for pre-holiday activities. Remind Seniors for scholarship applications.
• Kelly - enjoyed orchestra, choir, and band holiday concerts; water safety course for 5th grade students and was rescued over 100 times.
• Palko - Gale-Bailey visit, received a tshirt and participated in morning announcements; visited Indian Head to view flash cards for next generation science cards.

• Virtual Academy students by application process; use APEX software; complete 2 classes per quarter

• out to bid for about 40 days with a pre-qualification process; 5 contractors prequalified; received 3 bids all over budget.    Have received one full year from state.  did value engineering with architecture to try and reduce cost.  Took out $1.3M.  need to resolve funding issues

• state budget not in great shape $400M deficit.  will affect education.  state funding is formula driven.  many cuts will come in local funding
• commission on excellence in education is looking at funding; consultants recommendation is to increase funding for education by $2.9M and changing formula for special ed and pre k; also recalculate the wealth formula for counties
• Session starts tomorrow and ends early April
• Bills could include burden of proof and an hourly school requirement vs the 180 days

• Lydia Thornton Johnson - Daughter of Margaret Jamieson Thornton.  Wants school named after her mother.  devoted, passionate and always there for the students
• Tanja Carter - Margaret Jamieson Thornton was her Aunt.  Her name should be on the side of the next elementary school as inspiration to other teachers to aspire.

Public Forum – 6 p.m.

• Calvin Compton - contractor.  responding to Keith McGirts allegations at the November board meeting.  Allegations of stealing money and not paying his drivers.  drivers turn in timesheets of routes after school starts.  insulted by lies about him and his company.
• Keith McGirt - bus drivers bring concerns to him.  bus drivers fear to speak for themselves.  bus accidents and fatalities are in the news lately but NOT in Charles County because our drivers are dedicated.  Case in court for drivers alleging contractors failed to pay drivers. I am not a liar.
• Deb Vahle - bus driver.  supposed union keeps information from her and makes allegations.  Vandalism happens to her bus and personal vehicle.  Soap was put into her windshield washer reservoir.
• Wade Compton - contractor.  42 years as a bus contractor.  dispelling comments made at the November meeting by Keith McGirt.  Time sheets are submitted by drivers and all buses have GPS.  Drivers are being harassed and bullied by fellow employees to join the union.  My son confronted one of the individuals and asked the driver to stop harassing.  Driver accused him of threats.  File Peace Order.  Bus tape does not show this is accurate.
• Mark Koch - comments made by some drivers are not accurate and is only furthering the divide.  come talk to our drivers, not the few that come to meetings and try to stir up trouble,
• David Jansher (?) - Led to believe it was my job to wash my own bus but believes the bus contractors get paid to wash the bus.  Over time accuses board of not getting paid the overtime.  Relayed lots of heresay.  Wants answers.
• Sam Graves - Driver.  Drivers are the first adult a child sees in the morning and the last one they see in the afternoon.  They have a chance to make a difference in a child's life.  I like my job.  I like my salary.  Supplement my retirement income.  Last December my children and their parents were scared they weren't going to have a ride home.  Another sick out is being planned, or so it is rumored.  I keep my bus at home and luckily don't have to put up with the driver drama.

• Karen Cross - 5th time speaking during public forum.  sent email with documents regarding transgender practice.  best practices and biased organizations.  children are not a social experiment.
• Keith McGirt - bus driver.  mediation because contractor stole money from the drivers.  system is housing thieves.  time to right the wrong.  wants to be county employees.
• Chris Ogne - local pastor and dad.  5th time speaking on the transgender policy.   Only as good as source material.  look at other source materials.  against implementation of transgender policy and this implementation is actually teaching transgender and we should seek other source material.
• Yolanda Brown - 6 children in the system.  if we continue with transgender policy we should also implement prayer back in school.  stop trying to be the parents

• Anna Albritten - Transgender bathroom policy sends the wrong message.  Send the message that biological sex is wrong.  same as telling anorexics its okay to starve yourself.  Please change it.
• Norm Quick - 4 young boys attending school.  state policy promotes LGBTQ agenda.  against it.  no bullying should be tolerated.  transgender is not a physical condition but a mental condition.  Please reject this document.
• Robin Talbot - 3 boys.  Transgenders deserve respect and love as everyone else but I have the right to teach my children as the Bible teaches.  What is the timeline for implantation.
• Didn't catch name - education of morality should be left up to parents.  witnessed civil rights years ago but have seen this country digress in recent years.  concerns of pedophilia and molestation.  People will be held liable.  needs of many outweigh needs of one
• Steve Shwann - 3 children.  Any empirical studies done on purported problems.  26,000 students; approximately 7 identify as transgender, 3 have requested bathroom accommodations.  what is the criteria or testing will be done to identify transgender and what protection is in place to protect against predators and how will they be enforced.
• Todd Corey - Charles County native, police officer, receives extensive training on LGBT and asked fellow officers and they object to it.  Quote from Stand United website.  Do not teach transgender identification in schools.  Baffled.  Age appropriateness comes in to play.  Should be addressed at home. 
• Erin Falls - 7th grader at Piccowaxen....feel uncomfortable using bathroom at school.  boys are boys, girls are girls.
• Liam Falls - 6th grader at Piccowaxen.  uncomfortable going to a bathroom with a girl.  It's embarrassing to ask the teacher to go to the nurse to use the bathroom
• Christa Falls - 6 kids in CCPS.  Transgender added to non discrimination policy in June 2015.  October 2015 state issued policy to include.  Dr. Hill laid out her plan in May 2016 to include transgender.  Males and Females on field trips on separate wings was stricken from policy.  Boys and Girls should be separate.  Make Dr. Hill change her implantation of policy.
• Chris Falls - 6 kids in CCPS.  safety of children, especially special needs children.  Policy opens doors for predators.  Held accountable to Jesus Christ.  Please reconsider the implantation of the transgender policy.
• Chris Ogne - Pastor and father of 4.  Speaks of the bible book of Ester.  Morticae.  We do not have the right to say who is boy and who is girl.  Only God does. Dr.Hill has the authority to change the implementation of this policy. 
• Tom DeSabla - CC Republican Central Committee - Safe Spaces Policy.  Rights for one person ends where the rights for another person begins.  Surprised by policy document,  Completely put together by LGBTQ community and organizations.  MD graduating seniors are below the national average on SAT scores.  Doesn't sound like you have time to teach transgender identification or sexual orientation.
• Karen Cross - 4th time speaking.  Upset as everyone else.  First year her child is in CCPS.  Teacher.  Training is phenomenal.  Watched meetings and thank you for your dedication.  Teacher shortage.  Need this transgender policy needs to go away so we can focus on more important items.  Saw work session where field trip language was changed in policy.  Will transgender teachers be allowed to chaperone on over night field trips.
• Yolanda Coleman Brown - comes from blended family with 6 children through CCPS.  Been on PTO boards and volunteer in community.  Upset about our students witnessing this.  They have to choose which bathroom they go to.  Go back to prayer in schools. I voted for most of you.  It's time to take a stand.  board thinks parents are ignorant
• Carl Briggey - quoted bible verse; 12 states have pushed back against it.  Counties have pushed back against it.  change policy

• Dr. Howard Haft - Daughters at McDonough High School.  Concerned about the increase in violence.  Students need more accountability.
• Lisa Akers - McDonough High School increase in violence.  daily fights.  more support and discipline for students.  Recommendations include a second resource officer, another psychologist/social worker, community task force, state involvement, ESSL students
• Lenny Hicks jr. @ McDonough, phone video taped fights. daughter scared to go to school.  graduating early and fore going her senior year. complex issues at school that need addressing. letter to the editor
• Christine Siud - Junior and a freshman, violent atmosphere, small group of students are the problem,  whole body is being punished.  happy with staff
• Kelly Robertson -  Junior and recent graduate.  increase in violence on buses.  girls from group homes are initiating.  daughter wont ride the bus anymore.
• Susie Haley - 2 McDonough graduates, 1 -10th grade, 1-8th grade, students need more,support.  students have issues.  consequences of actions are not harsh enough.  support staff and administrators.

• great, uneventful first day
• Matula and Jenifer Elem opened their full day kindergarten additions
• 350 Ipads purchased for pre-k students at Title 1 schools.
• all middle schools (6th grade) have incorporated digital textbooks.  rollout still happening.  loaner equipment available for students.
• 26,214 students

Nondiscrimination/gender identity policy

• federal non discrimination policy read.  Letter from federal government regarding schools and bathrooms.
• 11-12 states challenged the federal law.  Texas has overturned the federal letter.
• Maryland cannot do this because we had an appellant legal case already in place requiring us to adhere to federal law.  Currently appealed to supreme court.  4th circuit
• Talbot County recently denied use to a male transgender student to use locker room.  Student has filed a law suit and it's on hold waiting for the Supreme Court decision.
• Current ways we are handling transgender students and issues that may arise which is not new and we have been doing this for years.
• Discussion between staff, board members and students
• approx. 15 students county wide have identified as transgender.  Only 3 have asked to use the bathroom they have identified with.  not an issue for the students

• Gene Kirsch - no religion in schools is a myth.  Satan is infiltrating all aspects of society.  Normalization of satanic values.  Satanic laws are being passed by the federal government.  Transgenderism is an abomination.
• MaryAnn Linker - Support contractor owned buses.  Worked for 11 years in PG county and likes the privately owned bus system in Charles County much better.  Contractor has a vested interest in their buses and drivers.  Issues are addressed in a timely manner.
• John Melnenson - Concerned parent and graduate of Lackey.  15yo and 5yo daughter.  cannot believe we would vote to have transgender students in the bathrooms with his daughters. Opening the door to pedophiles.   Doctors just trying to make a buck will diagnosis them as transgenders.  Goes against the laws of mother nature.  God help you if you don't change this.
• Karen Cross - transgender policy...everyone has a different definition for compassion.  Creates confusion and division amongst us and our children.  Beliefs and opinions and have been spread as truths.  Read scripture from Matthew.  Please reconsider and help these children accept who they are the way God made them.
• Christa Fawls - Mother of 7. what are we going to do because school will be starting soon.  schools are not prepared to accommodate the number of children that will be requesting private bathrooms and changing rooms.  why even have dress codes because everything will be revealed in the locker rooms.  Love everyone but don't contribute to their delusions.
• Chris Fawls - reality is bigger than a policy at school.  not just about the transgender individual.  It is a mental ailment/conflict.  County in Virginia won a reprieve just last week because the stood up.
• Crystal Rajesky - transgender policy.  locker rooms and bathrooms used to be private.  anyone can dress as they wish.  children will now be forced to find individual bathrooms.
• Ellen Blumhart - transgender policy.  concerned about the logistics for the students and don't believe we can accommodate them.  doesn't thing this is the best policy for any of the students.  believe that these students need support and we provide support
• Mark Koch - Koch trucking...speaking for bus contractors.  priority is safety of school children.  referenced the boe survey.  contractors are concerned the consultants are not reviewing the correct and adequate data.  wants representation with the consultants. wants equitable representation.  rate of return presented by ccps staff are not correct.3
• Jessica Rainey - Owner/Operator bus company.  9 buses and 12 employees.  concerned about inadequate contract with operating costs.  include the small businesses in the transportation study and realize they have gone 3 years without an increase.
• Norman Sheff - Sheff bus service. 20 employees.  board does not understand the costs and maintenance required to run a bus service.  tires for a bus is $2k+.  add in oil, filters, brakes, rotors, crossing gates, thermostats, diesel emissions fluids.  contract payment for maintenance does not cover the cost of the actual maintenance.  wants to be included in study and wants us to look at contract.
• Joe Roberts - school contractor.  PVA payment is not inflated like the auditors state.  doesn't even provide enough to cover the bus payment much less than the employee benefits and company expenses.  model Calvert county.  administrative fees.
• Richard Pope - bus contractor.  father taught him to be honest and fair.  life of a bus used to be 10 years.  then it changed to 12 years.  then it changed to 15 years.  that is a long time to keep a bus in running order and safe.  You can buy a bus but you have to have good employees, managers, secretary's, etc.  safety is number one.  thank you for coming down.
• Keith McGirt - representing bus drivers.  did a survey and asked how many drivers could afford to purchase a house or to send a child to college and not one of them could.  shouldn't need 3-4 jobs to send a child to college.  Needs improvement in benefits and salaries.
• Chris Ogney - Pastor with 4 daughters.  wants to know when the transgender item will be on the agenda.  thousands of children are being taught that biology does not dictate gender.  wants an opportunity to discuss the policies and vote so everyone can see which  board members are on which side.
• Calvin Compton - bus contractor.  Drivers health insurance policy history.  ccps pays 60%, driver pays 20% and company pays 20% of a $10,000 annual bill.  just about 10 years ago the company only had to pay $250.  do not take away the fuel refund.
