The below notes are my personal notes and are not intended to be all-inclusive or official minutes for the Board of Education meetings and are provided as a request from my supporters and the general public in a personal effort to be more transparent.   • Hollstein - the P and VP should be leading their schools both staff and parents; interims every two weeks for grades 3-12.  Wednesdays are for conferences.
  • Hancock - Criteria for moving from phase to phase.
  • Hill - no singular metric; stats, confidence and readiness of staff and students.
  • Abell - Survey results, Phase 2 date of announcement then to implementation; Long Term Sub training; number of employees denied; use of leave for positive Covid 19
  • Hollstein - # of teachers denied will have numbers forthcoming by end of week.  Just closed yesterday.  Phase two movement will happen at end of quarters not mid stream.  Long term subs will be invited to teacher orientation and training.
  • Hill - Survey results will be sent but basically 60/40 with only 40% of Phase 2 students prepared to come to school.
  • Majors - Staff must use their own leave until COVID 19 positive test is confirmed and then they will be reimbursed.
  • Battle-Lockhart - request for virtual learning denial of certain positions because it wasnt clear in survey/application.  Wearing a certain color band to signify level of comfort.  Special Ed schedules etc. Homework?
  • Hill - The band idea was abandoned because some were offended.  Fully her responsibility.
  • Prozik - still working on analysis of what day would entail.  it will be individualized by case managers. 
  • Hollstein - homework will not be emphasized during Phase 1.  Curriculum hasn't changed but method of delivery has changed.
  • Lukas - Sick Leave issue clarification; All teachers have laptops with webcams on first day
  • Majors - even if negative test they will be reimbursed but must have a doctors note up to 80 hours.  Does not include temporary employees. 
  • Thompson - yes.
  • Lukas - numbers spoken rapidly and verbally about survey seemed odd/off.  Need in writing.

Draft equity policy


Project status update - Report

School seat allocations - Report
  • Internal committee has been preparing since January for invite to collaborate with County Government.  The invite never happened.
  • County government staff have presented a draft legislation change to the planning commission, again without board of education formal position.  This proposal includes MAJOR changes that will negatively affect class sizes and student education.
  • Not only Waldorf Station but ALL Priority Funding Areas are included.
  • Board of Education position has been sent to commissioners, planning commission and to the media. 
  • EVERYONE needs to sign up to voice your concerns to the planning commission public hearing on Monday 8/17.  Sign up must happen by this Friday at close of business.  
  • Planning commission will be voting to present their recommendations to the commissioners. 
  • Hancock - how many school seats overall are available; county government staff indicated we just need to redistrict.  Our MS are already overcrowded even if we redistricted.  We need forward funding. Our budget already wasn't fully funded.  Dont see government being able to commit to this funding. 
  • Andritz - applying the yield factor it would be 682 
  • Wilson - contact commissioners, sign up to speak at planning commission.
  • Lukas - not against development its funding to the system to provide to that development.

The Board of Education’s next regular meeting is 1 p.m. on Tuesday, Aug. 11. The meeting will be held virtually using WebEx. There is no public access for this meeting to the Jesse L. Starkey Administration Building on Radio Station Road in La Plata; however, the meeting will stream live on the Charles County Public Schools (CCPS) website, www.ccboe.com and air on Comcast Channel 96 and Verizon FiOS Channel 12. CCPS will rebroadcast the meeting as well as post it on CCPSTV under the Board meeting tab at ccboe.com.

Although the Board is unable to make public forum live, it is encouraging the public to email questions and comments to boardmail@ccboe.com. Comments should be limited to 250 words.   • School seat allocations - Report
    • Hancock - requests parents to pay attention to this new proposed legislation; concerned about this and the lack of public content available and lack of public knowledge and communication about these changes.
    • Lukas - decision should include stakeholders and will end up opening the flood gates for school population.  Two terms ago we had a better APFO combined committee.  Unhappy with the commissioners and the decisions they are making regarding this and the lack of communication to stakeholders.
    • Wilson - Same sentiments as Hancock and Lukas. Suggest county commissioners to reconsider moving forward on this topic for more transparency and allow more stakeholders input.  More collaboration between Board of Ed and Commissioners.  Implications of proposal will be huge on the school system.  
    • Brown - Agree with fellow colleagues.
    • Abell - Urge community to pay attention to what the commissioners are proposing.  Lack of collaboration.
    • Battle-Lockhart - Collaboration is imperative.  We need you the community to support the Board of Ed and this is happening quickly.  Attend and pay attention to commissioners meeting. 
    • McGraw - agree with all comments.  Class sizes and overcrowding will affect the quality of education.  Would like the opportunity to share our comments with our commissioners.  
  • CCPS local recovery plan overview - Report
    • Option 1 = All virtual; Option 2 = Bring back special population; Option 3 = Bring back PK-2nd and special population; Option 4 = AABB days for all population; Option 5 = All back
    • Abell - Phases as opposed to options.  Presentations not on BoardDocs, the one that is doesn't match the Options presented; not prepared to vote on this today.  Multiple children in family all on LIVE classrooms?  Bandwidth or internet issues?  Not with hotspots.
    • Lukas - Staff recommends Option 2?  Yes; staffing and logistics will be difficult; Was suppose to vote on in August and now in July; Athletics will be gradually resumed through Governors Phase 3 plan. Just bringing back all staff is a lot of people back in the buildings.
    • Hancock - no more packets and good to hear technology available to all students; Childcare for staff?  Yes, included in Option 2.  Sick staff (not COVID) how would they teach?  Substitutes will still be utilized.   If staff has ability and technology to conduct class from home, why wouldnt we give them that option?  It will be addressed with staff on a case by case basis.  
    • Herd - conducted survey of students in HS and MS.  85% said the learned less digitally.  43% said mental impact negatively 42% had a hard time getting questions answered. 84% wanted to go back in person.  If digital what platform would you use and 45% wanted interactive.  Staff should have conducted a student survey.  Also student comments have not been included in public comments on website.  Why are we not listening to our students.
    • Battle-Lockhart - needs presentations to make decision.  can we find out how many teachers want to do virtual vs classroom so we know how much staff we have before making a decision.  Thank you to Ian for sharing students opinions.  
    • McGraw - thank you to staff for putting this together.
    • Wilson - agrees with staff to open using Option 2.  
    • Lukas - how many students are we talking in Option 2?  7600 will pull numbers.  Survey questions, results broken down?  
    • Battle-Lockhart - AlphaBest, are they going to be operating in schools?  Yes. Number of kids per staff member has been decreased.  
    • Herd - David vs. Goliath.  BOE has to face COVID without fear and let students go back to school.  Cannot support Option 2 because only 15% of students support this option.  
    • Lukas - Agrees option 2 is the best way to open schools but not at this time.
    • Hancock - What would the Gwynn Center look  like under Option 2?  In person may not be offered to all students such as Infants and Toddlers.

  • CARES ACT - allows private schools to get money based on total population not just FARMS students.  MD state, amongst other states, will not be doing this but basing on FARMS.  Private schools not happy and may be taking legal action.
  • MD HS Assessment Waivers - seniors were waived this year and have expanded it to all students that would have taken assessments, i.e. Algebra 1 etc.  These students will never have to take the assessment and will receive credit if passing the class.

  • Three options initially considered. One by appointment in person, second was a drive up, third was completely virtual.
  • Consulted with health department, Maryland state police, and Charles County Sheriff's Office which resulted in a decision of the third option, completely virtual.
  • Received additional information on Friday with revised guidelines which allows a second option.  Everyone still invited to participated in the virtual option but also have the option of an in person appointment as well.  Schools will begin reaching out tomorrow.
  • Virtual will be available on June 11th at 7:00 a.m.

Agenda for Board of Education Teleconference Board Meeting, 5/12/20


The Board of Education’s next monthly meeting is Tuesday, May 12. The Board is observing social distancing due to the COVID-19 pandemic, and it will conduct the meeting via teleconference. There is no public access to the Jesse L. Starkey Administration Building on Radio Station Road in La Plata; however, the meeting will stream live on ccboe.com and air live on Comcast Channel 96 and Verizon FiOs Channel 12. Charles County Public Schools (CCPS) will rebroadcast the meeting as well as post it on CCPSTV under the Board Meeting tab.
Executive session begins at noon, and the public portion of the meeting starts at 1 p.m. Agenda items have been condensed to include updates and issues that require Board attention at this time. Although the Board is unable to make Public Forum live, it is encouraging the public to email comments to boardmail@ccboe.com. Comments should be limited to 250 words. Board members will read all comments as well as post them on ccboe.com. There will not be any recognitions during this meeting.
