Agenda for Board of Education Work Session, 2/24/20

The Board of Education of Charles County is holding a 6 p.m. work session on Monday, Feb. 24 in the boardroom at the Jesse L. Starkey Administration Building. The work session will be televised live on the Charles County Public Schools (CCPS) website, ccboe.com, and broadcast on Comcast Channel 96/Verizon FiOS Channel 12.

The below notes are my personal notes and are not intended to be all-inclusive or official minutes for the Board of Education meetings and are provided as a request from my supporters and the general public in a personal effort to be more transparent. Although I have diligently tried to make these notes as unbiased and accurate as possible, I am only human and do make mistakes.  Individual names are spelled to the best of my ability.

  • Lukas - Thank you to county commissioners for funding Public Education; Lackey vs North Point basketball game; Skills Competition, Charles County did very well; 7-Up Art Show; St. Charles student led performances
  • Hancock - Thank you to cimmissioners; National Technical Honor Society at Stetham; Night to Shine
  • Brown - CSM graduations; Fresh Start Advisory Committee; Visited Indian Head Elementary to observe "Move the World" Program; Visited Smallwood; STEM fair at Dr. Mudd; MABE Legislative Committee; National Technical Honor Society; MS & HS Jazz Concert; NSBA Equity Symposium; Commissioner Bowling Town Hall in Waldorf; PBS Awards at Matula; Human Trafficking Forum in Annapolis.
  • Battle-Lockhart - Stone Performance was amazing
  • Abell - MABE Board of Directors passed the proposed budget of the committee; APFO Subcommittee continues to meet and included staff from government and upcoming staff from Torn of LaPlata and Indian Head.
  • Wilson - Recruitment Strategy Committee; MABE Professional development, Key Works of School Boards; NSBA Equity Symposium; Scholarship Symposium; Deadline for Scholarships 3/1; Congrats to National Board Certified Teachers
  • McGraw - 1/21 Genereral Asembly of Student Council;  feedback from council on badges; thank you to commissioners on budget meeting; NSBA Equity Symposium outstanding; Scholarship Committee Meeting, 3 new scholarships deadline 3/1.

  • IAC sadly reported only $9.7M for projects; did appeal decision and rejected
  • Stoddert information night yesterday on construction was well attended
  • Turner modernazation; students moved out
  • McGraw - TC Martin etc in design phase

FY 2021 operating budget - Report

  • Lukas - fund balance history; no good to use fund balance in operation but we have had to in the past few years.

Legislative update

  • 2600 bills introduced in Annapolis
  • SB1000/HB1300 - Kirwan Bill; Commission recommendations; will be approved in some form
  • SB1/HB1 - Built to Learn Bill; need to study amendments
  • HB1022 - Education Alternative Schools Reporting; Davis is sponsor - students who are in alternative programs and transition back to school.  Opposed by MABE; Similar SB830 was filed but is not currently supported by Ellis.
  • HB1008 - Fixes HB486 from last year that Wilson sponsored- requirement of background checks on all employees, Wilson sponsoring this year
  • SB241- Fixes previous bill to fix sick leave for ALL employees.  Wording currently includes substitute teachers.

  • SY 2020-21 calendar - Report; Calendar
  • change needed to accomodate Tuesday, Nov. 3rd election day and schools being closed for voting.  Add no additional days to current calendar.  Take away one of the four snow days.

  • Linda McLaughlin - EACC; Kirwan Commission, casino money, CHarles County got $7M last year.  New funding formula.  Talk to elected officials and support Kirwan Commission blueprint recommendations.
  • Marie Melchor- Project Lead the Way student.  Concerned because they will be receiving a pin instead of award at graduation. Please reconsider
  • Chelsea Perez - Project Lead the Way, unfair tassels taken away and only pins. Please reconsider.

The Board of Education’s next monthly meeting is Tuesday, Feb. 11 at the Jesse L. Starkey Administration Building on Radio Station Road in La Plata. The public portion of the meeting begins at 1 p.m. and student and staff recognition starts at 4:30 p.m. The meeting is televised live on Comcast Channel 96 and Verizon FiOS Channel 12 and is rebroadcast throughout the week.
