• Abell - Happy holidays, thank you to all staff.  MABE Budget committee meeting and budget submitted to Board of Directors.  Final approval will take place by February.  APFO, let your voice be heard.  Reach out to a commissioner and let them know how you feel about the proposed legislation.
• Lukas - Thanks to staff for all the hard work.  Tutoring when i can.  Allocations...we can handle growth but we need the funding.
• Wilson - virtual hugs and thanks and happy holidays.  Support schools during online plays.   CTE applications.  Legislative breakfast, thanks to Bowling and StewAart and CT Wilson for speaking like leaders.  APFO and commissioners having a presentation today on the Town of LaPlata and Indian Head.

• Battle-Lockhart - Students having issues; were they provided the tutoring service.  
• Hollstein - Yes.  And we have overspent the grant and will need to have intervention services over the summer.
• Lukas - Equity gap...is it in a specific group?  Learning support rooms
• Yes, disconnected students and homeless population.  Now we are starting to see in ELL students and special population.  Anyone getting an I, in MS and HS were offered to attend school with bus transportation and masks.  No on-site instruction is given, just access to internet.  About 70 kids.
• Hancock - Clarification on revised grading policy.  I was against this previously but this is entirely different circumstances.  Asked for student opinion.

Work session discussion - Student Board member voting rights

• Hancock - how many voting student board  members have a county government consisting of county council vs county commissioners.  Both student board members on the call indicated they were under county council.  Hancock emphasized that under county council the BOE has limited power.
• McGraw - shared input received from teachers, principals and community.  Student board members are not elected and are chosen by a small portion of students and do not have life experiences.  They are a special interest group.  
• Wilson - agrees and shared examples of student members input and bringing forth recommendations.  Voting rights not needed.  Concerned about outside influence.
• Abell - very concerned with pressure of influence, pressure and manipulation by other adults not only in the community but from other political elected officials.
• Lukas - deadline to meet?  Herd was trying to meet Charles County Commissioners legislative deadline.  Asked Schwartz to provide process.  Delegation from Annapolis can with/or without approval from commissioners could sponsor a bill.
• Schwartz - change in state law would have to go through General Assembly.  Would need to be proposed by delegation.  
• Hancock - Of the counties that have SMOBs with voting rights, how many have a council vs commissioners and explain the difference.
• Schwartz - they all have councils not commissioners
• Brown - 
• Battle-Lockhart - what meeting?; Herd's deadline and intent?  What was the hardest thing as a student board member.  Starting off.
• Wilson - learning experience.  concerned about level of responsibility, pressures and the proposal is very broad.
• Abell - onboarding for a board member takes a good 9-12 months.  Student board members are only here for a year.
• Hancock - process; if I want to get something through I have to reach out and get 3 other board members on board.  We are not beholden to one special group; we are appointed by the county as a whole.  We have commissioners not councils.  This would diminish our authority as a board.
• Lukas - Decision lies with commissioners?  True?   Delegates can put anything forward with or without commissioner approval.
• McGraw - what did you meant by "any other non staff related issues"

• Wilson - Visit to Piccowaxen with Mr. Martin, renovations and tour along with a visit to s. Farrell's science class.  CCPS got an "A" from Hunger Solutions for feeding our students.  Scholarship funds FAFSA opened in October, submit your application.  School allocations deadline for written comment to the commissioners is November 20.  Need more time to collaborate and discuss the issues.
• Hancock - School Allocations, long term ramifications, please contact your county commissioners before November 20th.  Commend Supt for applying the brakes on Phase 2.  The right decision was made.  Ms.Wilson thank you for your service to our con
• Abell - MABE Budget committee meeting; APFO Subcommittee meeting.  Legislation being proposed to commissioners to increase allocations.  CCPS does not have an issue with allocations for Waldorf Station or even the Opportunity Zone.  We do have issues with the remainder of the proposal.  After meeting with the Town of LaPlata and discussing the explosion of development that will happen within city limits (does not have to get allocations through the county and will increase by more than 5,000 over the next 10 years), we feel the rest of the proposal needs to be reconsidered and a collaboration with CCPS is of the utmost importance.  In addition, full forward funding is paramount to accelerate our Capital Improvement Plan and address the growth being planned for our county.
• Lukas - Collaboration is key for smart growth and fully funding growth.  Making trips to elementary schools and getting care packages.  MABE Conference virtually attended.  MABE legislative positions and members can submit their proposals.  Thank you to parents, staff, and administrators and vor veterans for their service.
• Battle-Lockhart - CCPS African American Task force attended; imperfect bias training and MABE annual conference, learning center comment from EACC letter, comments from public, i requested a Special Meeting and the other board members voted not to meet in regards to the COVID pandemic.
• Brown - Thank you to all our veterans and to Dr. Hill for making the decision to remain virtual.  Thank you to Dr. Hill for meeting with me and answering my questions.  MABE conference attended.
• McGraw - Scholarship Foundation meeting and application will go live soon.  Virtual scholarship fair happening on Dec. 15th.  Added 6 additional scholarships.  Congratulations to Ms. Starcher for representing the "Get Out To Vote".  Thank you to Dr. Hill for all of your efforts and to all staff for everything you do, and our parents and students.

Charles County Student Board member voting rights proposal - Presentation

• Hancock - You are leaders and the future of this country.  If you get an angry email from one of your teachers about the way you voted how would you handle it?  In a professional manner the same way any adult would.
• Lukas - All of you represent yourself very well and the presentation was wonderful.  Budget and teacher negotiations may be staff related but code of conduct and dress code definitely.
• Wilson -   Systematic instructional change was a common theme relayed for public comments.  Meaning?  By giving us rights.
• Wilson - why did you not present to us first instead of going to the commissioners?
• Abell - Thank you for the presentation, all of you represent yourself very well, and you addressed all of the concerns i had when we spoke.
• Lukas - election process - where is that delegated to CCASC
• Battle-Lockhart - impressed with all of you and your presentation.  
• McGraw - Thank you and very important issue.  Warrants an in depth discussion.
• Abell - what is our timeline?  I don't believe we are ready to vote today.
• Hancock - recommends removing budget and definitely not personnel.  Needs more time and research and ask constituents.

REDISTRICTING HEARING IS 6 P.M. OCT. 26, REGISTRATION REQUIRED

 The Board of Education and Charles County Public Schools (CCPS) are hosting a virtual meeting through Zoom on the middle school redistricting process at 6 p.m. on Monday, Oct. 26. Staff members will explain the redistricting timeline, committee selection process, how alternatives will be created and provide opportunities for community input. The meeting will be broadcast live at ccboe.com and on YouTube. A question and answer period will follow the presentation. The presentation is posted on the CCPS website here.

Members of the public can join the meeting as an attendee and submit questions using the meeting chat feature. Staff will monitor the chat area and provide submitted questions to the panelists. Attendee registration is required and available through the link below. Registration closes at 6 p.m. on Monday.

As part of the registration process, participants must submit their first and last name and email contact information. Anyone planning to register for the meeting must create or have an active Zoom account. Attendees will be required to sign in using a Zoom account. Audio and video for attendees will not be enabled; attendees can submit questions through the chat feature once the staff presentation is complete. CCPS reserves the right to remove any attendee from the meeting.

The middle school redistricting committee has not yet developed alternatives or proposals. Committee work begins following the Oct. 26 public meeting.

The redistricting committee’s task is to develop and evaluate potential middle school attendance zones for consideration by the Superintendent of Schools and the Board of Education. The middle school redistricting committee, selected at random at the Board’s Oct. 13 meeting, may take as long as five months to develop proposals. The Board of Education, through policy, requires the committee to submit two different proposals. The Superintendent and Board will hold public hearings on the committee’s proposals in the spring.

The redistricting will be comprehensive and could affect students at all eight CCPS middle schools. Middle school redistricting will revise attendance zones and reduce overcrowding at some schools. It will take effect in August 2022 once a renovation and expansion are complete at Benjamin Stoddert Middle School. The $48 million renovations and addition increase Stoddert’s square footage from 105,800 to 148,317 square feet and its state-rated capacity from 711 to 970.

Redistricting timeline

• On Oct. 13, the Board randomly selected parent and community members from those who applied to serve.
• The Board will hold a public information session on Monday, Oct. 26, at 6 p.m. The meeting will be virtual and streamed live at ccboe.com. Committee members will attend to hear concerns or suggestions from the community.
• Starting next month, the redistricting committee will meet weekly at the Jesse L. Starkey Administration Building in La Plata for as long as it takes to develop two different middle school redistricting proposals. Dates and times for meetings will be determined after the Oct. 26 public information meeting.
• The Superintendent will present the committee’s two proposals to the community at two public meetings in the spring and after the recommendations are complete. Tentatively, the committee will submit its proposals at the April 20, 2021, Board of Education meeting. The Superintendent will hold a public hearing on the proposals shortly after that presentation. A fact sheet outlining the proposals will be emailed to parents and posted on the school system’s website at https://www.ccboe.com/index.php/redistricting-middle-school-ql.
• The Superintendent’s recommendation will be presented to the Board of Education the following month, on May 11. The Board will schedule a public hearing before approval of the boundary changes and following the Superintendent’s recommendation to the Board.
• The Board will approve the new school attendance areas for the 2022-23 school year at its meeting on June 8. The redistricting decision occurs one year before taking effect.
• Redistricting takes effect at the start of the 2022-23 school year when CCPS finishes the renovation and addition at Stoddert. All students affected by the redistricting will change schools in August/September 2022.

This schedule may change depending on the length of time it takes the committee to develop its alternatives.

• Lukas - Staff has done a great job.  MSDE fine arts council with virtual competitions and awards; legislative committee for MABE proposed a waiver for Life Skills students to extend past 21.

• Battle-Lockhart - October is now at 3 cases.  Learning centers are not wearing masks, social distancing, and washing hands.  How are we holding people accountable?  Hollstein - it will take the whole school and administrators and teachers are being held accountable.  Mask policy has changed to mask are required throughout the day.  No leniency.   Everyone needs to follow the rules.  Masks are mandatory inside unless eating or drinking with the exception of medical exemptions or disability.
• Abell - Requested Dr. Abney to speak.  Dr. Abney is in support of our plan and the return.  notifications of positives and isolation room?; Hollstein - all buildings have isolation rooms.  Hill - currently dont have a policy to report daily for positives in buildings.  I pushed for reconsideration before approving back to school. She is willing to reconsider.
• Wilson - Contact Tracing and reporting.  Dr. Abney explained the process and the need for people to be transparent if contacted.  Teacher anxiety about being in the classroom.  Foggers?  Yes we own 50 and use them at schools with special chemical for extra sanitation regularly.
• Brown - Parents and teachers are going to have to work together and respect  other individuals level of  comfort.
• Hancock - Staff leave if they have to quarantine?  Majors - FFCRA states if they have to quarantine they can use up to 80 hours of coronavirus leave.  Students in classroom during Phase 2 will be learning live NOT from a device.
• Lukas - Leave clarification.  Clarification on tests vs person stats.  Requests additional stats on # of students without connectivity.  Reporting, glad you are willing to reconsider.  Choice to parents and students but no choice for staff.  They should have the option to work from home during Phase 2.  Hill - Staff can continue to apply for accommodations.  370 total staff have applied for accommodations.  Only 33 have been denied.
• Herd - Staff has taken initiative.  Recovery Stakeholder Group.  They should be commended.  Students deserve a quality education.  Thank you Dr. Hill and staff.
• McGraw - need to keep equity in mind when deciding.  
• Battle-Lockhart - Daughter just got an email from her teacher saying she has been near someone with COVID and will be teaching from schools.  Pre-screening of students should be done by parents at home and it will not be done at school.  
• Abell - Specials teachers going to classrooms not kids going to them.  Hollstein says that is not the case as of right now.SOAR and EA use of restraints and masks.  Hollstein says guidance is limited and if they have to be restrained they will go back to virtual learning.  More policies and guidance will be put into place.  ANS confirmed cases and what constitutes a building shut down.  Hill - one case will not shut down a building, if there is an outbreak or a pattern we will work with the health department and follow their guidelines.
• Abell - reporting is so important to me, i cannot vote to send our students back to school unless our reporting changes and people or notified of positive cases.  Hill - i will change the reporting to your suggestion.
